CB certification is a set of global mutual recognition system established by the International Electrotechnical Commission (IECEE). 45 certification institutions from 34 countries around the world participate in the CB mutual recognition system, and the member countries and institutions of this organization are constantly expanding. After obtaining the CB certificate from one of the certification institutions, the enterprise can easily convert to the certification certificate of other institutions, so as to obtain the access certificate to enter the relevant national market. The member countries of CB certification system include all important export regions of China's mechanical and electrical products: the United States, Japan, Western Europe, northern Europe, Poland, Russia, ASEAN, South Africa, Australia and New Zealand.

The CB system is managed by the certification management committee (CMC) and reported to the conformity assessment committee (CAB) of the International Electrotechnical Commission (IEC). Cab approved CMC's suggestions on changing CB system principles, official appointments, finance and IECEE policies. CMC's responsibility is to operate, develop and improve the CB system according to the principles of the CB system, decide to accept, reject and suspend membership, and decide on new product categories and standards of the CB system.

The members of CMC are composed of representatives from Member States, including NCB representatives, CMC executives (Chairman, vice chairman, secretary and Treasurer), chairman and Secretary of test laboratory Committee (CTL), representatives of IEC Advisory Committee (such as ACOS), safety advisory committee, and Secretary General of IEC.

The testing laboratory Committee (CTL) is composed of representatives from NCB and CB laboratories. CTL is responsible for processing the test procedure and explaining the technical requirements, test conditions, test equipment and comparison test. Its main goal is to enhance the reliability and consistency of technology, which is required for mutual recognition of test results within the CB system.

CB certificate application

With regard to the application for CB test certificate, the following points should be noted:

The application for CB test certificate can be submitted by the applicant to any "certificate / approval" NCB covering the scope of the product.

The applicant can be either a manufacturer or an entity authorized to represent the manufacturer.

The application may include one or more factories producing products in one or more countries.

Applicants / manufacturers / factories located in countries without IECEE member institutions need to pay an additional fee of 150 Swiss francs for each CB test certificate to compensate for the operating costs of the system. This fee will be charged by the NCB that accepts the CB test certificate application and will be credited to the account of IECEE.

The applicant may require NCB to test the products according to the national differences of the countries to which the products are sold.

The following procedures are included for manufacturers to obtain product certification in the target market:

The application submitted to the NCB of the target country;

CB test certificate;

CB test report (may include country differences);

Provide product samples to the NCB of the target market when required. The purpose of requiring samples is to verify that the products are consistent with the products tested by the NCB that originally issued the certificate, and the national differences have been covered.

CB test certificate and CB test report

CB test certificate is a formal CB system document issued by the authorized NCB. Its purpose is to inform other NCBs that the tested product samples are determined to meet the current requirements. The CB test certificate should not be used for advertising, but it is allowed to use the existing CB certificate as a reference.

CB report is a standardized report, which lists the requirements of relevant IEC standards in the form of an item by item list. The report shall provide the results of all required tests, measurements, verifications, inspections and evaluations, which shall be clear and unambiguous. The report also contains photos, circuit diagrams, pictures and product descriptions. According to the rules of CB system, CB test report is only valid when it is provided with CB test certificate.

If an NCB has the necessary testing equipment and technical capabilities, it can test and evaluate products according to the national differences of other countries. These additional tests are attached to the CB test report as an attachment and are usually approved by other accredited NCBs.

1. Foreign certificates can be converted

If you have obtained CB test certificate and CB test report, you can directly apply for certification from other countries. The certification authority of the applicant country reviews the CB test certificate and report (including the report on national differences) (if necessary, a small number of samples need to be provided). If the review result is qualified, you can obtain the certification of the country without additional tests in accordance with the articles of association and procedural rules of the applicant country.

2. It can convert Chinese national certification certificate

According to CB test report and difference test, issue China national product certification report, so as to obtain China's compulsory or other voluntary certification certificate of electrical products.

3. Directly recognized or approved by other countries

With CB test certificate and CB test report, your products can be directly exported to some countries.

4. Save cost and time

Before applying for foreign certification, if domestic enterprises apply for CB test certificate in China, because the test is carried out in the domestic CB test laboratory, it not only saves a lot of costs, but also saves the turnaround time of sample delivery and document delivery. Domestic enterprises can obtain CB test certificate as soon as possible;

5. Increase the assurance of passing the product test

If the enterprise has obtained the CB test certificate, when applying for certification from other countries, all or most of the CB test results are recognized, the re sample test can be exempted or reduced, which also saves time and cost; More importantly, the products applying for certification have been tested by CB in China, which increases the confidence of products passing the difference test.
